These rights allow licensed devices or users to access virtual Windows desktops locally or remotely depending on how the user or device is licensed. The ways of licensing devices or users are: Licensing devices with Software Assurance for Windows desktop operating system or Windows VDA subscription on a per-device basis.

To use and access WVD desktops, users must be licensed with an eligible user license. Per device licenses are not eligible for WVD running Windows 10. Eligible licenses acquired through all Commercial Licensing programs include the entitlement to virtualize on WVD.

Azure Virtual Desktop licensing allows you to apply a license to any Windows or Windows Server virtual machine (VM) that's registered as a session host in a host pool and receives user connections. This license doesn't apply to virtual machines running as file share servers, domain controllers, and so on.
